This may simply be a requirement to have an article published, which some western universities do have, although most would have more class than to make it a condition for renewal.
I see many jobs with expectations like this: 2.26 with an MA. I see uni postings in Daegu requiring a doctorate and offering 2.26. I have no evidence, but my conclusion is that the uni loses nothing with ridiculous requirements-- if someone is foolish enough to have a PhD and work for 2.26, they will be hired, and if not, the uni will hire an MA or even BA and work their way down the resume list. |

that place has had a horrible rep for years (at least the past 7 years that i know of), people i know who work or have worked in other depts at hufs have said avoid the unigwon there its on par with wonderland as one of the worst places to work in korea |

No, it is in a journal. And first they promised to pay a million for first paper, two million for second. Now, just do it or lose your job. Actually, people were told that even if you publishin a journal...they don't guarantee anything.

Well, they will have massive turnover and ruin their reputation...but otherwise.

For what little it's worth, I haven't heard good things about HUFS, either. Interdepartmental conflict swallowing employees trying to please both heads, etc. |
