GEPIK certified letters of recommendation

How do you certify a letter of recommendation? I'm just curious because GEPIK asks for 2 "certified" letters of recommendation on the pdf application form they've sent me. I emailed the director and she hasn't replied yet. But when I go on their website, it just says 2 letters of recommendation. Doesn't say it has to be certified on their website, but the pdf form says it does have to be. So, should it be certified, or not? I was thinking, maybe this means sealed in an envelope and signed along the seal to make sure it hasn't been opened or tampered with?

Just get it sealed.

One of my rec letters was hand written and stamped with the red stamp and there were no complaints. I don't even think they read it, even though it was written in Korean...
