Hello
What would "top and tail" mean in "they top and tail the workshop with homework" ?
To "skip the beginning and ending"? any other meaning?
Not sure about the content of the workshop...

The phrase (with which I am unfamiliar) seems to have several meanings, none of which seem to apply.
I might suggest that it means simply begin and finish-- homework at the start, and homework at the end.
