Would you paraphrase "make a favorable reference to"?
In war, Churchill was a dogged pragmatist. "He is an unwise
man," he said, "who thinks there is any certain method of
winning this war . . . between equals in strength. The only
plan is to persevere." So, when Germany attacked the Soviet
Union in 1941, the staunchly anti-communist Churchill
signed a pact with Joseph Stalin. "If Hitler invaded hell,"
Churchill told his secretary, "I would make at least a
