There is a difference between to pass the pork chops and to pass on the pork chops. When you pass the pork chops, you hand them to someone else, probably after he or she said, "Please pass the pork chops."

When you pass on the pork chops, you decline to take any. "I'll pass" or "I'll pass on the pork chops" would mean, "I'll skip the pork chops."
