I saw #1 in a book. But I think that #2 or #3 is right rather than #1.
Would you let me know what is correct among the examples?

All three variants you wrote could be right depending on the situation. it is quite evident that the three statements convey different meanings...
In case 1, Whom to educate? Answer to this might have been provided in the preceding sentences if this was taken from an article or magazine text.
In case 2, ourselves need to be educated on this cause.
In case 3, Some third party or group needs to be educated.
As the meaning conveyed by #1 statement is not clear, I guess it's not proper to compare as #2 and #3 are sentences that expresses different meanings. Then it's only a question of grammatical errors.
Do appreciate comments form our experts.
