"Goldilocks and the Three Bears" is a children's tale. Goldilocks, a young girl, goes inside the house of the three bears--Papa Bear, Mama Bear, and Baby Bear--who are not home. She tastes the porridge. One is too hot, one is too cold, and one is just right. She sits on the beds. One is too hard, one is too soft, and one is just right. And so on.
A goldilocks strategy, therefore, probably is one where the person tests all the possibilities and chooses the one that is just right.
