Hello, teachers!!

http://search.japantimes.co.jp/cgi-bin/nn20071127a2.html

Former Vice Defense Minister Takemasa Moriya effectively admitted in an interview to receiving 200,000 in cash from recently arrested defense equipment trader Motonobu Miyazaki in celebration of his 60th birthday about three years ago when he was still in his post.

Former Vice Defense Minister Takemasa Moriya "effectively" admitted
Former Vice Defense Minister Takemasa Moriya "more or less" admitted

May I change the word "effectively" into "more or less"? The same meaning?

Thank you in advance.

Yes. "Effectively" and "in effect" and "more or less" all would mean about the same thing here.
