What is " '00 million $" shown as a unit in a graph?

e.g. "5.0" in the graph mean "$500 million"? or something else?

Yes, that's right. Although usually the label will be in multiples of 000, not 00. Examples:

In millions $ [say, "in millions of dollars"]

In 1,000 millions $
