What's the difference in meaning between the above three sentences?

1. It's snowing again.
means it is snowing now.

2. It's been snowing again.
means the snow has stopped, but I can still see it on the ground.

3. It's snowed again.
can mean the same as 2 (especially in US English), but could also be used especially if you can't see the evidence (especially in British English).
