When someone wants to keep a low profile, does that mean that he is a shy person??

Please give me a couple of example sentences to show me how to use that.

Yes, he is either shy or wants to hide for one reason or another.

That criminal was hiding and kept a low profile.

He was under investigation and kept a low profile.

He didn't want attention, so he kept a low profile.
