Please explain the meaning of "on" in the following sentence:

He puffed on his pipe and continued.

It is a preposition used in the adverbial prepositional phrase on his pipe.

It is common to use the preposition on to refer to actions by a person's mouth where the object is not fully taken in and swallowed or inhaled.
i.e.
The baby sucked on his pacifier.
She nervously chewed on her fingernails.
The hungry dog gnawed on the discarded meat bone.
