It means the rope broke. You will also hear "the rope gave way." Other things can also "give way," such as chains or cables.
This phrase is spoken (or written) when talking about a rope that is connected to something heavy, or is unable to move or pull an object. It's not about a rope that is not being used.
"While we were trying to lift the huge rock, the rope gave way."
"The cable on the crane gave way, and the load crashed to the ground."
"Look out! That rope is about to give way!"
