Actually, #1 is fine. It means several things: Are sports adequate to maintain a country in terms of loyalty, enthusiasm, financial support, etc?
It's a broad question that implies responses from many perspectives.
Other native speakers may also want to give an opinion on this.
#2 adds "good" but that's not really necessary. A native speaker would know that it is included in the question.
