So, he was there on a *mission* or job assigned by the government?

Yes. Whenever someone is injured or killed in the line of duty, it means that the person was performing his or her job at the time. This congressman was there as a congressman, not just a tourist on vacation.
As for "defecting," that means leaving one's own country to side with some other country, usually an enemy.
