I looked up an example sentence for some word in my dictionary and this is what I've got.

"The success of any healthcare program depends on its ability to follow through."

To me, this sounds a little awkward.

Shouldn't it be "to be followed through"??

I think you"re right but without seeing the whole sentence I couldn't say.

Maybe the healthcare program must follow through.... sometning.

Or is it the healthcare program that must be followeed.... ?

all depends in the whole sentence
