I looked up the entire quote which reads as follows:

I would paraphrase it as follows:
�The major economic powers held an unofficial meeting during the G-8 summit during which they discussed climate change and say that they are proposing a balanced approach to dealing with climate change.�
Don�t ask me though what a �balanced approach� is supposed to be.
�Meet on the sidelines� is a metaphor from football. The actual game takes place within a rectangular space enclosed by the sidelines. Events taking place on or beyond the sidelines are not part of the official game but can also be relevant to the games.
