which one of the followering statement is right?

1. Congratulate on your success!

2. Congratulations on your success!


i think No.1 can't be a complete sentence because it lacks subject and No.2 is more common and preferred by most people .

but i once saw some Chinese teachers use No.1 as a translation , which should be formal and written style , from Chinese to English. what's more , in my opinion, No.1 is OK in speaking but wrong in writen language ,right??

Number 1 is wrong. You could say, "I congratulate you on your success." and that would be very formal.

Number 2 sounds fine.
