I can't understand the quote. Why does the hospital try to be sure that people are seen quickly?
Could you explain the reason why the hospital try to make sure taht people are seen quickly?

It means, the hospital tries to make sure that the people who come in for help are seen by a doctor or nurse as soon as possible. They don't want the injured and sick people to come in and wait around a long time before they get help -- and neither do the people who go to the hospital.
