I saw #1 in a book. But I think that #2 or #3 is a correct sentence rather than #1.
Could you tell me which one is correct?

No. 1 is wrong, but nos. 2 and 3 are correct. It is a matter of sequence of tenses. Hence:
If she says no, what will you do?
If she said no, what would you do?
If she had said no, what would you have done?
