Could anybody please explains the underlined part for me. Thanks very much.

The biggest problem with U.S. public schools is ineffective teaching, according to decades of research. And Washington, which spends more money per pupil than the vast majority of large districts, is the problem writ extreme, a laboratory that failure made.

The phrase "the X writ large" is the more usual form. It means "the X written in all capital letters," i.e., a prominent example of X. So here, "Washington . . . is the problem writ extreme" means "Washington is an extreme example of the problem of ineffective teaching."

Then the writer adds, "a laboratory that failure made," meaning, "Washington is such an extreme example of ineffective teaching that it is like a laboratory where we can study how the failure (ineffective teaching) can be disastrous even though they spend lots of money on education."

I guess I'm not sure I can make similar sentences before I fullunderstand the sentence pattern. So can I say China has become a laboratory forced labor made? I'm confused. Could you give me some more sentences using this particular pattern?
