Which happened earlier, Baxter spoke or Bruno appeared?

Not long before Mr. Baxter spoke, Mr. Bruno appeared before reporters and issued a fiery condemnation of the charges against him. He called the investigation a politicized “three-year fishing expedition” that was “profoundly unfair” and “really stinks, in plain English.”

Baxter spoke first. A paraphrase:

A short time before Mr. Baxter spoke, Mr. Bruno appeared before reporters . . . .

Mr. Bruno appeared first.

Mr. Bruno appeared before reporters and...........................................(not long)(a short time) before Mr. Baxter spoke.

Sorry, I got my names mixed up.

Mr. Bruno spoke a short time before Mr. Baxter spoke.
