[1] He arrived half an hour late,_______ annoyed us very much.
a. that b. as c. which d. what

Why is the answer of [1] only "c"? I guess that the answer is "b", too.
So I wonder why the answer isn't "b".
And
I want to know the differerence between Quasi-Relative Pronoun "as" and Relative Pronoun "which".

Is [2] correct?
Some people say that "as" is not correct in [2] and "which" is true in [2], not "as".

Which is the only correct answer in your example.
I have never heard "as" described as a quasi-relative pronoun, and your use of it in the second sentence is incorrect.
Which is used as a relative pronoun, in that it introduces a clause giving further information about something previously mentioned. |

[2] He was a foreigner, which we knew from his accent.
[3] He was a foreigner, as we knew from his accent.
[4] He was a foreigner, which we knew from his accent.
