1. People have different *frame of reference*, a public speaker must take care to adapt his message to a particular audience.
Does it mean the background information, in this case?

A frame of reference is a perspective or a point of view, the context in which a person sees, interprets, understands something. Here, it should be plural, because people have different frames of reference, different points of view.

I think that is true but it is a little more than that, our frame of reference is made from the collective sum of our experiences. who we are is derived from what we have seen, heard, experienced, been a part of, and the frame of reference is how we relate new events and experiences to our previous experiences
