For the blank below, I understand #1 is grammatical and natural. How about #2, #3, and #4.

Mr. Johnson is quick to make good decisions, and that is why he is ( ) by his friends.
1. respected
2. considered
3. well considered
4. highly considered

I feel #2 is not correct, but I have no idea with #3 or #4.

3 and 4 are merely modified versions of #2.
Consider means to think carefully about... I am considering whether to invest money in the company.
OR. To believe something to be... I consider Johnson to be a clever man.
OR to take into account.. The judge said he would consider the lawyer's submission before imposing a sentence.

Respect means a feeling of deep admiration for someone because of their qualities or accomplishments.

Taking the above into account, you can see that respect is the correct word to use here.
