I saw #1, which I think is wrong but I'm not sure, in a book.
Instead, I think that #2 or #3 is right.
Could you tell me if my point is right or wrong and why?

#1 and #3 are correct.

#1 could be written: "Skimming [happens] when we read..."
#3 could be written "Skimming [means] reading a passage..."

Both are quite acceptable, and native speakers would use either.
