Is "were begun" grammatically correct?
For example:
Most important are the friendly diplomatic relations that were begun so long ago.

Sure is. Begun is the p.p. of begin, so...how about those friendly diplomatic relations that were started so long ago? Same thing. If were started is a problem for you, then you need more grammar help than I can give you in one post. For example:
I can't remember the name of the song that was sung first at the concert last night. I think it was recorded last year, and was performed by Joe Schmuckatelli and the Schmuckettes during the halftime show at the Super Bowl, which was won by the Pittsburgh Schmoozers.
Maybe were begun just looks or sounds funny to you for some reason. It happens. Even native speakers sometime stumble across a grammatical construction that just strikes us as odd at first glance, only to later realize that it's correct grammar "in disguise." There may just be something about it that throws us off momentarily.
