No, you don't tie a belt.
There are variations, but I think the most common way is to say:
"He put his belt on."
Some variation:
"He put the belt on around his waist."
"He put the belt around his waist."
It's kind of unnecessary to even include waist because where else would you put a belt? On your head? No. Waist is implied because it's a belt to hold up your pants. _________________
