Whoever has made a voyage up the Hudson River must remember the Catskill Mountains. They are a branch of the great Appalachian family, and can be seen to the west rising up to a noble height and towering over the surrounding country.
What does "can be seen to the west rising up to a noble height and towering over the surrounding country. " mean?
Can I infer from this sentence that Catskill Mountains are on the west of the Hudson River based on the clue "TO THE WEST"?

The phrase "rising up to a noble height and towering over the surrounding country" is basically just a poetic way of saying the mountains are tall.

Yes, exactly. You are traveling up the Hudson River, and you see the Catskills to the west, to your left as you head north. They are in fact on the west side of the Hudson River.
