or

and why?

"Does he have your phone number?", is common and is grammatically correct.
Does functions as an auxiliary verb.
You can also say , "Has he got your phone number?" This is also commonly heard and is grammatically correct.
Has functions as an auxiliary verb and got indicates possession.
Does he has is incorrect. |

The following are all correct:

He/She/It has...

You have...
They have...
But when you ask a question, only have is correct.
Do I have....?
Do you have...?
Does he/she/it have...?
Do we have...?
Do you have...?
Do they have...? |
