I looked them up in my English dictionary but I couldn't find them.
Could you tell me what they mean and are used among Americans?

Whoever told you that is either (a) clueless or (b) privy to some very special context of which I am unaware. These could have several meanings, some radically different.
"You are whipped" could mean the listener is beaten or defeated. It could mean he or she is tired. It could mean a male listener is at the beck and call of a woman he is trying to please (with marginal success).
"You are hooked up" could mean the listener has tapped into a supply of something good or valuable. It could mean he or she is in an especially advantageous situation or position. It could mean he or she has arranged a date with a (presumably attractive) member of the opposite sex.
And I've just scratched the surface.
