Is the following sentence OK especially about neither?
---------- the following ---------------
While arriving on time may not be very important in Brazil, neither is staying after class considered out of the ordinary. |

I don't think you need neither in your sentence.
If you say that arriving on time is not important, the use of neither implies that what will follow is similarly unimportant. In your example, though, you say that it is not considered extraordinary.
I would suggest that you try something along these lines: While arriving late is not unusual in Brazil, neither is staying after class. |
