I saw #1 in a book.
1.Is it the same as #2?
2.If not, what's the difference between 'concern about ~' and 'concern to ~'?

They are not the same at all. The first one is correct; the second one makes no sense.
If st is a concern to sb, then that person is concerned about it. For example:
The rising price of gas is a concern to John because he just bought a new luxury car.
John just bought a new luxury car, and so he is concerned about the rising price of gas.
There can be concern about st, in the sense that some people are concerned about it. For example:
There is some concern about the new design.
Some people are concerned about the new design.
Apparently what you fail to see in the first sentence is that the "growing lobby" represents a group of people who are concerned about something; the "growing lobby" is not something about which there is concern. If this is not clear, then I'm not sure if I can help you with this one.
