BGN1 bn redirected for construction of regional landfills
Totally BGN 183 m costs the building of waste processing plant in the Sofia capital
The Government granted additionally BGN 400 m for the construction of regional landfills, it became clear yesterday. Ministries of Finance and of Environment and Water discussed a package of measures of a total of BGN1 bn for construction and modernization of the remaining 23 of 55 depots, said before the meeting of Cabinet the Minister of Environment and Water Nona Karadzhova.
In the package over BGN600 m will be allocated from the Operational Program "Environment". They will not be sufficient and therefore the ecological ministry has estimated that it needs another BGN 400 m from the State budget. The total sum of BGN 1 bn will be allocated in three directions. Almost BGN 730 m are for the construction of the non-built regional systems. This project includes also the plant for household waste in Sofia. For the reclamation of the landfill to be closed, BGN 180 m will be granted. Another BGN 66 m will be alloted for construction of additional facilities for composting, separation in the depositories, but there is no system for disposal of waste and reducing its volume, added Karadzhova.
It is not necessarily to grant additional resource now or this year. It will be allotted within the next three or four years, explained the Deputy Minister Vasileva, directly responsible for programs under EU funding. They will be used mainly for closure of the landfill, as this is also part of our commitment, Vasileva said. In April the eco ministry announced that all landfills will be financed directly by the program after submittimg their projects. In orer the money to suffice it was intended to finance only part of the activities. Calculations showed that for the first stage of the regional systems are needed BGN 341 m (as the money under the Environment OP), and for closure - almost BGN 64 m. The deadline for construction of regional landfills and closure of old depositories expired on July 16.
Three municipalities have almost finished with their projects for landfills - Sofia, Botevgrad and Kocherinovo. The Minister highlited that the project of the Sofia capital has been prepared since January last year. It is of the highest degree of readiness and will not "eat" the money for other facilities in the country.

The Bulgarian capital has ranked 58th place in the rating of most expensive towns in the world. Swiss bank UBS has compared the prices of 122 consumer goods and services in 73 residential palces in the world. The most expensive appears Oslo, followed by Copenhagen and Zűrich. Geneva ranks fourth place, Tokyo is fifth, sixth - New York. Lowest costs are found in Kuala Lumpur, Manila, Delhi and Mumbai. Before Sofia, Budapest and Moscow are ranking in UBS rating while Kiev and Lima are after us. It turned out that life in Bucharest is cheaper than that in the Bulgarian capital and the town is classified at 67 place.
Two Swiss representative - Zűrich and Geneva are top ranks in the best wages. At the expense of them in New Delhi, Manila and Jakarta the people get only one-fifteenth of payment per hour compared to the Alpine country. By this indicator Sofia is descending down the overall rating and takes 63rd place. Greater incomes than those of Sofia citizens are gained not only in Bucharest (56), to which we normally compare, but even in Kuala Lumpur (62). Citizens of Geneva and Zűrich pay about 20 % more for goods and services versus their neighbors from the other Euopean countries. Average consumer basket only of goods in the world is worth $385 as by this indicator Tokyo ranks first - $710. Food prices are slightly cheaper in Zűrich - $660. In Sofia, the goods are estimated at $280. Due to its high pay and low tax Switzerland is becoming a top destination for each employee. No other town does allow workers to receive as net salary as much as in the Alpine towns.
Otherwise, before pre-tax charges, the workers in Copenhagen are the most well- paid hourly. On the reverse side are Jakarta, Manila and Mumbai, where people receive hardly 11% and 15% of salaries in Zurich.
