I have a question about the sentence from "A Beautiful Mind".
"If I could derive an equilibrium where prevalence is a non-singular event, where nobody loses�."
What is the meaning of the second "where"?

Why the auther use "where" to mean "and"?
Is it a use of local language ? |

| In this case where is used in its meaning of in a situation in which The situation he is referring to is the equilibrium that he wants to design. The writer uses the literary device of repetition to give force to the sentence. In practical terms it means "and". |
