At the beginning of a letter:

At first I tell you /will tell you what happened last week.

Would you accept present simple tense?

First I tell you... is not how you would word it.
You can say "First, let me tell you what happened last week."
Or, as you have written, " First, I will tell you what happened last week."
At is not used in this construction, in English.
