Is `change in�acceptable?

No. "Tom changed into a new school," means He became a new school.
Obviously that's not what you meant. "Tom changed in a new school," means either he changed his personality or he changed his clothes in a new school.
We would probably say, "Tom went to a new school" or "Tom changed schools."
