It's just something kids say when they race each other.
It means that the person who loses the race (back to wherever, home maybe?) will be called "a dirty rotten skunk".

| When you see a word like "back's" it is sometimes a contraction, like in this case. It helps to remember this sentence could also be read "Last one back IS a dirty, rotten skunk." |
