What does it mean by "build loyalty" as in "Media programmers are trying to brand their particular vehicles and build loyalty to those vehicles."

Loyalty indicates a "preference for". Building loyalty for a "vehicle" indicates that over a period of time because of their programs features and good performance that the users will hopefully increase their preference for that particular product, as opposed to a competing product.

Loyal means being "faithful to" (in this case to a product). Loyalty is the state of being loyal.
To address another possible point of confusion, note that in this case "vehicle" means "a medium through which something is expressed" and not a vehicle such as a car or truck.
