I often see the captioned expression in newspapers. Is it an abbreviation of "according to four people that briefed on the matter" or "according to four people that were briefed on the matter" ?
To do so, the office had to obtain an indictment within five days. The alternative was to agree to a bail package so that prosecutors could take their time investigating the case before deciding whether to indict, according to four people briefed on the matter. _________________ Hiromichi |

It means "according to four people who were briefed on the matter." |
