I think there is something wrong with the answer to the following question. Please help me out.

The sun rose at 5:30 __________ most people were still in their dreams.
(A) which (B), which (C) when (D), when

The answer is (B), but how about (D)? In my opinion, (D) will be a better choice. Am I right?
