Each child is related to a special counsellor.
Are the two sentences synonymous? |

No.
"Each child can relate to a special counselor" means that each child can understand the feelings a special counselor, or empathize with a special counselor.
"Each child is related to a special counselor" means that each child is somehow in the family of a special counselor.
