It is frightening for parents to think / thinking of their children being kidnapped. Are both okay? Please comment.

"to think" is correct. It fits the pattern, It is (adjective) for (noun) to (verb) as in: It is interesting for people to visit different countries. It is enjoyable for children to go to the zoo. It is fun for me to cook a nice dinner.
