I feel it shoulb read:

We have to tackle the problem that...


Am I right?

Yes, that would be acceptable.

Well, it depends on the context from the rest of the sentence. With "We have to tackle the truth....," we signal to the reader that a fact (or, at least something that the author considers a self-evident fact) is coming in the remainder of the sentence.
