Think of "school" as "a way of learning," or "that which teaches you." So "the school of X" is just another way of saying "it was X that taught me this" or "I learned from from my experiences with X." Most often, we see this in the expression "the school of hard knocks" (= learning from your personal experiences, especially negative experiences, where you made mistakes).

In this particular instance, "the school of forgive and forget" the author means that this is the particular philosophy that doesn't describe or characterize God (since "he doesn't come from the school of forgive and forget").

The phrase "forgive and forget" is a saying or philosophy that means that we should not hold a grudge against someone, but we should forget the past wrongs that people have done to us, so we can move forward into the future, unburdened by thoughts of revenge and the like.
