1. What does 'that' mean?

2. Could you paraphrase 'The dominance of alpha-wave rhythms signals a state of rest that is aware at the same time.' for me?

1. For the point about what that is referring to, yes you are correct. It refers to the state of rest, and replaces the second sentence in italics below:

The dominance of alpha-wave rhythms signals a state of rest. A state of rest which is aware at the same time.


2. Alpha wave rhythms are normally associated with someone who is awake but relaxed. So the paraphrased sentence would read something like:

The gentle flow of alpha waves through the brain is powerful. It triggers a mind state which is both relaxed and alert, at peace but mindful.
