2. What does 'to the state' mean?
3. What does 'who' mean in the quote?

Hello Chan, Now he had finally reached something that he wanted, he should not be afraid to do it. For example wanting to move to another country and finally having the opportunity. You are afraid but you must do it.
to the state of means, body or authority in this case maybe his soul was the authority and who would mean that. I hope this helps. _________________ YOU CAN learn English
