Should we interpret the above as
(1) according to people who were briefed on the matter
or
(2) according to people who briefed on the matter
?
Apple, which has stumbled in its efforts to get into social media, has talked with Twitter in recent months about making a strategic investment in it, according to people briefed on the matter.

It is according to people who were briefed on the matter. You wouldn't delete the "who" as a subject of the clause.
("According to people who were advised on the matter"; "according to people advised on the matter". But..."According to people who advised on the matter" can't be changed) |
