The first doesn't sound right.
The second sounds natural enough so you could say that but if you want to be grammatically correct too, you should say, "the situation could have gotten out of control."

Yes, got sounds more natural. I've never heard "run out of control" before.

Got vs gotten depends on whether you are English or American

In English the past participle of get is got, in American English it's gotten.
