What does "circle each other" below mean ?

It's like two fighters circle each other looking for an weakness in the opponent. In this case it's a metaphor to imply Obama and the Boehner Circle are opponents, like fighters, and are looking to find a "weakness" in the other in order to win or find a way to come to some sort of agreement.
